Siliguri Stamp Duty & Registration Guide 2026

A Siliguri flat's advertised ticket is only the starting point for a purchase budget. Statutory charges, parking, applicable GST, legal work, deposits and interiors can materially change the cash you need. Build a written cost sheet before booking and refresh the deed-related calculation through the West Bengal registration system before execution.
Establish the correct property and valuation details
Identify the exact mouza or ward, parcel, apartment area, transaction type and jurisdiction. The state's undervaluation rules provide a framework for assessing property value for stamp purposes. Do not assume that the negotiated apartment price automatically settles the amount on which every statutory charge is assessed.
Use the Directorate of Registration and Stamp Revenue's current services and have the deed preparer explain the assessment for your transaction. A city label alone does not establish the applicable property classification. Save the valuation and fee calculation with the quotation and refresh it if the unit or execution date changes.
Keep the purchase budget itemised
Separate stamp duty and registration fees from amounts charged by the seller. Ask which charges are included in the headline price and which are payable at booking, agreement, registration or possession. Include lender processing and legal expenses where applicable, but keep refundable deposits separately identified.
Check whether parking, floor premiums, electrical connections and association or maintenance deposits have been counted twice across different documents. A finance plan should also allow for interiors and moving costs, which may fall outside the amount your home loan funds.
| Budget component | Evidence to request |
|---|---|
| Apartment, parking and premiums | Flat-specific cost sheet |
| Stamp duty and registration | Current official assessment |
| Applicable GST | Tax basis and itemised demand |
| Deposits and initial maintenance | Purpose, timing and refund terms |
| Legal, finance and interiors | Separate written estimates |
Use a calculation with explicit assumptions
Suppose, only for budgeting practice, that an assessable value is Rs. 50 lakh and the confirmed rates for that deed are 6% stamp duty and 1% registration. The arithmetic would be Rs. 3 lakh plus Rs. 50,000, or Rs. 3.5 lakh before other costs. These assumed rates are not a live quotation or a determination of the rates applicable to your home.
Replace both the value and rates with the official calculation for your transaction. A seller's promotional discount does not itself establish a statutory concession. Seek the operative notification before including any claimed rebate in your available cash budget.
Confirm the tax position of the selected transaction
CBIC's construction-service provisions distinguish transactions according to the completion or first-occupation conditions and timing of consideration. A listing labelled ready to move is insufficient evidence of the GST treatment. Obtain the relevant records and a written explanation of the tax charged on the specific transaction.
Keep construction-related taxes separate from stamp and registration charges. Ask your tax adviser about uncertain items rather than applying a rate from a different project or an older social-media illustration.
Prepare and reconcile the closing file
Ask the registering professional for the documents, identity evidence, payment records and attendance arrangements needed for your deed. Reconcile the draft with the agreed flat, parking rights, area, seller details and consideration before execution. Keep the valuation reference and payment receipts.
After registration, retain the executed deed and complete the applicable mutation, association and utility updates. Registration should accompany the independent title and approval checks described in the legal guide; it does not remove the need to resolve document gaps beforehand.
Sources and research notes
Market figures refer to the periods and coverage stated in each source. Verify current project documents, quotations and statutory requirements for your transaction.
